[adcom] next adcom meeting 2/3

they will be dealing with proposals over email now, was there a proposal
regarding this? the next step is to get i think it's 2/3 statecom
members to propose the proposal be dealt with over email...
i actually won't be at the february 3rd meeting because i have an
environmental justice conference in ny, but i will send you financial docs...
